Governance Architecture

GTN operates on a decentralized “Hub and Spoke” model, managed by a virtual committee. All roles are strictly voluntary.

The Dual-Hat Policy

To maintain a lean structure and ensure leadership remains grounded in grassroots practice, leaders may hold multiple roles simultaneously. A Global Convenor may serve as a Regional Co-Lead, and a Regional Co-Lead is strongly encouraged to serve as the Country Focal Point for their home nation.

Leadership Roles

Title Scope & Authority Primary Focus
Global Convenor Network-wide Maintains the charter, oversees functional circles, ensures structural integrity, and acts as the external ambassador for the network.
Regional Co-Leads Continental / Time-Zone Filters global initiatives for regional relevance, coordinates regional webinars, and supports their respective Country Focal Points.
Country Focal Points National Ecosystem The core operational engine. Welcomes local members, flags regional job opportunities, and shares local TVET policy updates with the global hub.

Functional Circles

Instead of traditional departments, operational tasks are divided into distributed “Circles” managed asynchronously by the virtual committee:

  • Knowledge & Insights Circle: Curates frameworks, assessment tools, and training manuals.

  • Opportunities & Careers Circle: Sources and distributes global and regional TVET consultancies and job openings.

  • Events Circle: Facilitates digital cross-border knowledge-sharing sessions and webinars.

  • Research and Publications Circle: Promotes collaborative research, joint publications, policy briefs, and the dissemination of evidence-based TVET practices across regions.

  • Resource Mobilisation Circle: Pools expertise across the network, connecting institutions that have successfully accessed GIZ, EU, AfDB, World Bank, or SDG-linked funds with those that haven’t to build financial resilience.
