GTN’s membership is open to any active professional within the global skills, workforce development, or TVET sectors. To broaden engagement, the network divides membership into four specific categories:

| Institutional | TVET colleges, training centers, policy bodies, or development agencies seeking organizational representation and partnership. |
| Honorary | Distinguished leaders, retired experts, or significant contributors recognized by the committee for their exceptional service to global workforce development. |
